Looking at the evidence, it's clear to me that Fiverr is well aware of what's happening, yet remains keen to sit back and let it happen.

If you are a decision maker at Fiverr and you're reading this, I urge you to seriously reevaluate your present support processes for freelancers.

It's not right that somebody can place all that time and effort into building up an account and also over-delivering at every possible opportunity, only to be shot down by the very people you rely on to protect you.
